Emmanuel, you know this a very large question you have posed. I don't pretend to have the answer. But the key point I think it throws up, is the fact that resources alone do not make for development - especially natural resources. We will need to first liberate our minds from all the backward tendencies that have held us back these several decades.
Only then we can begin to think of how to put our natural resources to the best use.
