Hi Jessica in my experience with rural communities it helps to have both internal systems and an enlightened culture.  I have seen where culture alone took  a program close to a disastrous end because there was no internal system to act as framework for the right way of achieving objectives.  All of sudden come community members started doing things on their own, the budgets were awry and there was chaos.
