TQM is a cooperative form of doing business that relies on the talents and capabilities of both labor and management to continually improve quality and productivity. In companies that successfully implemented TQM, the corporate climate emphasized collective and cross-functional work, coaching and enabling employees, customer satisfaction, and quality, rather than the traditional emphasis on individualism, hierarchy, and profit. Of course, government needs TQM. Every government should implement TQM methods and practices to continually improve public service and productivity. As a matter of fact, it is best that the central or national government have a "quality structure" that administrates, integrate and align all the country's quality plans, programs and efforts so that every energy, resources and actions are aligned and integral to each and every government units or office for the efficient delivery of government quality service, infrastructures and satisfaction of customers' needs.
